Comment
This event does exactly what it says.
So, it won't fire for sub-plots whose parent is a plot (because nothing moves to the completed section in that case).
Consequently, the event is useless for determining whether all sub-plots within a main plot have been completed.
It doesn't appear to be used in the OC.
